"A Review of the Year" is an address delivered at the annual meeting of the National Civil-Service Reform League in Baltimore, MD.,on December 15, 1898. This annual address was given by Hon. Carl Schurz, a German revolutionary and an American statesman, who served as the president of National Civil-Service Reform League.
