I think the author's intention is to blame Peter I's brutality on the "West" - not on Russia as people think. But he seems to have gone too far. If the West is really poisonous, how to explain that people of Peter I's time, such as Emperor Kangxi of China, who also loved Western learning, were not influenced by the "cruelness" of the West?
